The OSCE Astana Summit, attended by 56 participating States and 12 Partners for Co-operation, took place on 1–2 December 2010 and concluded with the adoption of the Astana Commemorative Declaration: Towards a Security Community.

Towards a Security Community
In the Astana Commemorative Declaration, the participating States reconfirmed existing OSCE commitments and recommitted to the vision of a free, democratic, common and indivisible Euro-Atlantic and Eurasian security community, rooted in agreed principles, shared commitments and common goals. It also tasked the incoming Chairpersonship-in-Office with organizing a follow-up process within existing formats and pledged to assist the incoming Chairperson-in-Office with the development of a concrete action plan.
The Summit was preceded by a three-part Review Conference in Warsaw, Vienna and Astana with civil society and governments to assess the States' implementation of OSCE commitments.
