Key documents of the Transnational Threats Department

The Transnational Threats Department became operational at the beginning of 2012, following the adoption of a Ministerial Council Decision in 2011 on Strengthening Co-ordination and Coherence in the OSCE’s Efforts to Address Transnational Threats. 

At the Dublin Ministerial Council in December 2012, the participating States further strengthened the Organization’s efforts in this field, adopting a Ministerial Council Decision on the OSCE's efforts to address transnational threats. 

With this decision, the States also endorsed four Permanent Council decisions: 

  • Decision No. 1039: Development of confidence-building measures to reduce the risks of conflict stemming from the use of information and communication technologies
  • Decision No. 1048: OSCE Concept for Combating the Threat of Illicit Drugs and the Diversion of Chemical Precursors
  • Decision No. 1049: OSCE Strategic Framework for Police-Related Activities
  • Decision No. 1063: OSCE Consolidated Framework for the Fight against Terrorism
