Border monitors with the OSCE Border Monitoring Mission in Georgia prepare for take-off with a helicopter from Tbilisi military airport to the Shatili monitoring base. 15 December 1999: At the request of the Georgian government, the OSCE sent border monitors to the country “to observe and report on movement across the border between Georgia and the Chechen Republic of the Russian Federation”.
