The first stage of the Helsinki negotiations, which would eventually lead to the signing of the Helsinki Final Act in 1975, took place between 3 and 7 July 1973.

The "Blue Book", as it was called, was prepared in June during preliminary talks in Dipoli and outlined the practical arrangements for a three-stage conference. In Helsinki, representatives stated their Governments' views relating to security and co-operation in Europe, and on the further work of the Conference. The "Helsinki process" had been launched.
