
Helsinki Summit 1992
Meeting again in Helsinki on 9 and 10 July 1992, the Heads of State or Government declared their understanding that the CSCE is a regional arrangement in the sense of Chapter VIII of the Charter of the United Nations.

The Challenges of Change
At the Summit, the participants adopted the Helsinki Document 1992: The Challenges of Change, officially establishing the High Commissioner on National Minorities (HCNM), the Forum for Security Co-operation (FSC) and the Economic Forum, which later became the Economic and Environmental Forum (EEF). Another result of the Summit was the establishment of the Human Dimension Implementation Meeting (HDIM), which later developed into the largest human rights event in Europe.
During the event, a statement was issued on the withdrawal of foreign troops from the Baltic States and—in response to the crisis in Yugoslavia—participating States confirmed the suspension of the Federal Republic of Yugoslavia from the CSCECSCE
Conference on Security and Co-operation in Europe.
